On June 25, 2008, Judge Samuel Conti delivered his ruling in the V.A. case. 

He calls the V.A.'s current performance "troubling," noting that many veterans are facing "dire consequences ... without timely receipt of benefits or prompt treatment for medical conditions."

And yet, writes Conti, there is little he can do.  "The remedies sought by the Plaintiffs ... would call for a complete overhaul of the V.A. system, something clearly outside this Court's jurisdiction."

The veterans have appealed.  Their case is now pending before the Ninth Circuit.
